Click on the studio one tab - click on the options tab - select the locations tab - select VST plug-ins. There is an Add button; if your plugins don't already show up in studio one you should click this button and navigate to the folder where your plugins are saved. Once you have found the folder click OK. You should then click Apply and when. Watch this really useful video to help you manage how Studio One uses your plugins that are installed on your computer and installed from studio one.

I'm definitely a newbie here so please pardon my ignorance of such a basic concept. Can I use 3rd Party VST plugins with v3 Artist? There is no VST tab under options/locations so will I have to upgrade to pro for this facility? Thanks

Correct, however you have options to expand Artist with the Mai Tai Synth and a few other propriety plugins, but if you want VST and all the other benefits, Pro s the best way to go. (Artist Includes a Rewire / VST addon you can purchase however).
Should you want to upgrade, from Artist 3 to Professional 3, well that would be £209.00 on top of the £131.70 for both Studio One Artist 3 and the VST/Rewire plugin. You would essentially in the long run be paying an extra £60 more than the current cost of SO3 Pro which is £279.
You have the option to wait till black friday where there is normally some deals on, but with Presonus's recent major version release of SO3, it's hard to say what the saving would be, even from a retailer such as sweetwater.

When I saw the title of this thread I thought 'Oh no, another thread about no VST support for Artist'.
It's so nice to answer that there is an add-on available that I believe is better than the prior 'Producer' product, in retrospect that is how it should have been done in the first place.
OOPs, I hope that doesn't dredge up a sore spot with Producer users...
My bad.

Not only do you just buy software, add-on, etc. download and then install but you'll need to enter a product ID code when you first try to use it... but read the articles above for the details.

Make sure that you are running the latest version of S1 V3. Then make sure that you have properly activated the Artist version. I have seen issues where a user has either tried the 30 day demo, or have tried Prime, and the old shortcut still remains and opens up Prime. If that is the case, there is an upgrade utility in the help menu when on the start page. That will go out and grab the artist license from your account, and should get everything up and running for you.

80 British pounds for vst and rewire support is an absolute joke. You can download Cakewalk by Bandlab for free and it has vst support. Ardour has it. Total rip off!!
